Did you choose 'readers of the journal'? Most people who are shown this list don't make that choice.

The primary readership of all journal articles is always the readership of that specific journal. Sounds obvious, now that we've told you. But not everyone realises it. Failing to understand that is one of the main reasons for papers being rejected by editors.

True, you may want to use the publication to target people beyond that constituency. You may want to influence policy makers or impress your colleagues, boss, professor or family. But from the point of view of writing for publication, these people should be considered as secondary readers.
